How to Build a Stronger Engineering Workforce in a Competitive Market

Australia’s engineering sector continues to support some of the country’s most important industries, from infrastructure and transport to mining, manufacturing, energy and construction. However, the scale and complexity of upcoming work are placing increasing pressure on the availability of experienced engineering professionals.

Infrastructure Australia’s 2025 Infrastructure Market Capacity Report valued the five-year Major Public Infrastructure Pipeline at $242 billion, covering the financial years from 2024–25 to 2028–29. This represents a $29 billion increase from the previous year’s outlook and reflects the volume of work expected across transport, buildings, utilities and energy infrastructure.

For employers, the challenge is no longer simply finding someone with the right qualification. Effective engineering recruitment requires a clear understanding of project requirements, technical capability and the environment in which each person will operate.

Define the Outcomes Before Starting the Search

One of the most effective ways to improve engineering hiring is to clearly define what the successful candidate needs to deliver.

A job description may list qualifications, software packages and years of experience, but this does not always explain the practical purpose of the role.

Employers should consider:

  • What projects will the engineer be responsible for?
  • What technical problems must they be able to solve?
  • Which stakeholders, contractors or site teams will they work with?
  • What needs to be achieved within the first six to twelve months?

This level of clarity helps distinguish essential requirements from skills that can be developed after appointment. It also gives candidates a better understanding of the opportunity, improving engagement throughout the recruitment process.

Look Beyond Job Titles

Engineering titles can vary significantly between organisations and sectors. Two candidates with the same title may have very different experience depending on the size, scope and operating environment of their previous projects.

When assessing engineering talent, employers should explore the candidate’s actual responsibilities. This may include the equipment, systems or assets they have worked with, the project lifecycle stages they have supported and the level of technical or commercial accountability they have held.

Relevant project exposure can be particularly important when recruiting for highly regulated, safety-critical or operational environments. A candidate who understands the practical realities of the workplace may be able to contribute more quickly than someone whose experience is technically similar but removed from the project setting.

Make the Recruitment Process Efficient

Experienced engineering candidates are often involved in several recruitment processes at once. Delays between interviews, unclear feedback and lengthy approval chains can increase the risk of losing strong applicants.

An effective process does not need to sacrifice diligence. Instead, it should establish clear decision-makers, agreed interview stages and realistic timeframes before candidates enter the process.

Jobs and Skills Australia reported that the national vacancy fill rate fell to 68.2 per cent in the March quarter of 2026. While this figure applies across the broader labour market rather than engineering alone, it demonstrates that employers cannot assume every advertised position will result in an immediate successful hire.

Consistent communication also matters. Even when internal approvals take longer than expected, keeping candidates informed can protect the employer brand and maintain interest.

Build a Workforce Pipeline, Not Just a Shortlist

Reactive recruitment may solve an immediate vacancy, but it does little to reduce future workforce risk.

Organisations with upcoming projects should identify the skills they will need before mobilisation begins. This may involve mapping permanent workforce requirements, anticipated contractor demand, critical technical positions and areas where internal capability could be developed.

Maintaining relationships with engineering professionals, including those who may not be immediately available, can create a stronger talent pipeline for future work. Employers can also consider whether flexible engagement models, succession planning or targeted upskilling could reduce reliance on a limited candidate pool.

Treat Retention as Part of Recruitment

Securing an engineer is only the first step. Workload, leadership, project visibility and access to professional development all influence whether experienced people remain with an organisation.

An Engineers Australia online poll of more than 450 industry professionals found that 44.4 per cent identified skills shortages and workforce gaps as the profession’s biggest challenge, while 30.3 per cent selected burnout and workload. Although the poll does not represent every engineer in Australia, it highlights the workforce pressures being experienced across the profession.

Employers that communicate realistic expectations, provide meaningful project ownership and invest in capability development will be better positioned to attract and retain engineering talent.
